I&I Isn't Just a Pipe Problem — It's a Capacity Problem

Every wet-weather event is a stress test your collection system didn't ask for. Rain falls, groundwater rises, and suddenly your system is carrying flow it was never sized to handle — not because of anything happening in homes and businesses that day, but because somewhere out in the network, water is getting in where it shouldn't.


That's I&I: inflow and infiltration. And most conversations about it start and end in the same place — find the cracks, fix the cracks. That's necessary. It's also not the whole story.


What I&I Actually Costs You

Inflow is stormwater entering through manholes, illegal downspout connections, or cross-connected storm drains. Infiltration is groundwater seeping in through cracked pipes, failed joints, and deteriorating manholes. Both add clear water to a system that was designed to carry wastewater — and both eat into the same finite thing: capacity.


When I&I climbs during a storm event, that added flow competes for the same pipe volume, the same lift station throughput, and the same treatment plant headroom that your actual wastewater needs. If the system doesn't have enough capacity margin to absorb the surge, the result is exactly what shows up in incident reports: sanitary sewer overflows, basement backups, and treatment plants forced to handle flows they weren't built for.

The Part of the Capacity Equation That Gets Missed

Physical I&I rehabilitation — CIPP lining, manhole rehab, sump pump disconnection programs, flow monitoring to find the worst offenders — is the right first move, and nothing here is a substitute for it. But there's a second lever most I&I programs don't touch: how much of your system's design capacity is already being eaten up by FOG and biofilm buildup before a single drop of I&I even shows up.


A pipe that's lost a meaningful percentage of its cross-section to grease and biofilm has that much less room to absorb a wet-weather surge — regardless of how well-sealed its joints are. Treating the collection system biologically, upstream, to keep that buildup from forming in the first place doesn't stop groundwater from finding a crack. What it does is free up capacity elsewhere in the system, so when I&I does show up, there's more room to carry it before the system is forced into overflow.


That's the distinction worth sitting with: I&I rehab reduces how much extra water gets in. Collection system capacity management changes how much of a surge the system can absorb once it does. Programs that only do the first are still vulnerable to the second.


What This Means for an I&I Mitigation Program

An I&I mitigation program built around both levers typically covers:


  • Identification and rehab of the physical sources — flow monitoring, CCTV inspection, and targeted repair of the highest-contributing defects

  • Capacity recovery across the collection system, so the system has more absorptive headroom for the I&I that hasn't been rehabbed yet, or that a rehab program can't fully eliminate

  • Ongoing monitoring to confirm the combination is actually reducing overflow events during storm season, not just reducing measured I&I volume on paper

The programs that treat I&I purely as a "find and seal" exercise tend to keep fighting the same wet-weather overflow problem year after year, even as they close individual defects — because the system's underlying capacity margin never improved. Addressing both the entry points and the capacity constraint is what actually changes the wet-weather outcome.


Know Your System's Real Capacity Margin

Most I&I programs can tell you how much clear water is getting in. Fewer can tell you how much room your system actually has left to absorb it — and that number changes depending on how much of your pipe capacity is already lost to buildup elsewhere in the collection system.
